Maternity Tourism from China to USA More than a dozen homes were raided on Tuesday in a crackdown on so-called 'maternity tourism' operators who arrange for pregnant Chinese women to give birth in the U.S., where their babies automatically become American citizens. The crackdown on three alleged maternity tourism rings may be the biggest yet by federal homeland security agents who say that, while pregnant women may travel to the U.S., they cannot lie about the purpose of their trip when applying for a visa. Birth tourism has been reported from a range of countries, but authorities say the most recent cases in California have catered to wealthy Chinese amid a boom in tourism from mainland China. It is unclear how many women travel to the United States for maternity tourism. Federal investigators of the Immigration and Customs Enforcement (ICE) searched over two dozens of locations Tuesday to investigate maternity tourists, mainly from China. Virginia Kice, spokesperson for ICE, said in a statement that search warrants were served in the actions which began soon after the sunrise in Irvine, Rowland Heights and Walnut cities, all in Southern California. The targets were the so-called "maternity tourists," who applied tourist visas and entered the United States with purpose to give birth to babies. The whole chain of Chinese maternity tourism industry has been existing underground in Southern California for several years, from recruiting pregnant women coming to the United States to help them go to hospital until they recover and return to China with their babies. Irvine, Rowland Heights and Walnut all have big Chinese communities. Chinese food stores and Chinese language services are convenient in these cities. "Such businesses provide travel and lodging services to pregnant foreign nationals interested in coming to the United States to give birth so their offspring will be American citizens, " said Kice, adding that Tuesday morning's operation was designed to gather "further evidence related to a variety of possible criminal violations, including visa and tax fraud, money laundering, and conspiracy." Chinese pregnant women usually pay several to dozens of thousand dollars for the services of those "maternity tourism" companies to help them get U.S. visa, get a place to live, go to hospital and other needs in the United States. The federal agencies involved in Tuesday's actions included ICE Homeland Security Investigations, the Internal Revenue Service, U. S. Customs and Border Protection, the Department of State's Diplomatic Security Service, the Los Angeles Airport Police Department, the Irvine Police Department and the San Bernardino County Sheriff's Department. I have lived in my residence in Rowland Heights for over 20 & 1/2 years. For the past 4 years, I saw many Chinese pregnant women walked on Rowland Heights street, supermarket, Target store, restaurants, .... more and more. People talked about those pregnant women from China came to USA to give birth of "American babies" and go back to China. When the babies reach to 18 y/o, the parents can apply to be U.S. citizens legally. The largest operation is "Pheasant Ridge" apartment complex in Rowland Heights, CA. Some operation people collect up to $80,000 USD (mostly $25,000 to $50,000) from Chinese pregnant women in China. They teach those women how to go through custom, how to answer immigration, pick-up them from airport, settle down in "Pheasant Ridge" apartment, arrange doctor visits, hospital for baby birth, birth certificate (U.S. citizen), .... When babies reach 2 - 3 months old, they moved out or go back to China. When babies become 18 years old, they can come back to apply U.S. citizens for the baby's parents. Federal agents have been investigate this operation for over 2 years. They finally rushed in "Pheasant Ridge" apartment and search every evidence, take photos, ... those pregnant women have to stand outside. They don't speak any English, they don't know what happen, .... Federal agents asked them for their Chinese passports, and other documents, .... The operation owners got many remittance from China, over million $$$$ and didn't report IRS for income tax (tax fraud), immigration fraud, ... It has been a turbulence in Rowland Height lately. Pheasant Ridge apartment is only 0.1-0.2 mile from my home. I live on the top of hills, they are down the hills. Honesty is the best policy. |

My advice to those want to be American citizens is Learn English. "When in Rome, do as Roman do." Communication is very important to survive and get a job to succeed. Do not hide in Chinatown, live as you are still in China. This time I went to Sydney, Australia, I saw lots of Chinese still live in Chinatown, speaking Chinese. I know I won't forget Chinese because it is my mother's tongue. I can speak, write, read Chinese very well (university graduated). I can't know every word of English even now, but at least I can communicate with Caucasians. I traveled with Caucasian women to Australia and New Zealand for 16 days. I get along very well everyone of them. I didn't join Chinese travel agency because I know I don't need to learn (or practice) my Chinese. Learn English is very important for new immigrants. Unless you come with very young age. I just read a news about "Maternity Tourism" in Southern California. Some people still operate the same business and still teach pregnant women to lie to U.S. government. That is very wrong. You need to build up "trust" with U.S. government. Americans only trust those are honest. Once you lie, you will have trouble to clean your records. Trust me, I know "Credit" is very important in USA. Americans don't like people lie. I have been an honest person all my life, no matter where I go. My credit score is very high. Honesty is the best policy.

This is AFF, so I want to emphasize how important to know "Please", "Thank you" and "I am sorry" & "Excuse me". Do NOT let people laugh at you. Do NOT cut-in a waiting line, respect other people is equal to respect yourself.. Yes, Kayra is correct. Communication is very important. Do NOT let the desire to get American citizen to date Americans. Lots of male Americans are very smart too. They know very well your intention. Honesty is the best policy.

Yes, they cut-in the line. Americans have very good manner to wait in line even it is just for fast food. I have seen many years. Do you know why Chinese want to cut-in line? Because they are THE ONLY CHILD in the family. Their parents spoiled them. They didn't teach their kids manner. I was married in USA and gave births of two kids (1 daughter and 1 son). They are Americans naturally, but I never thought through "maternity tourism" to get my kids to be American citizens. This time I went to the Down Under. It was the time near lunar Chinese New Year's day, so there were many Chinese tourists as group. Some people took photos too slow and tried to catch up with their group. Accidentally they hit my American women hard or stepped on her foot. The Chinese just ran away without a word of sorry or excuse me. My American ladies complained "they (Chinese) are rude". I felt shameful for those Chinese tourists. This is a very basic manner and they should know. I am very disappointed. Few days ago, I read a news with a photo that show a kid (about 5 or 6 y/o) was poo-pooing in the public in a shopping mall. That boy's parents were busy shopping and didn't watch their ONLY CHILD. OMG, this shameful photo was on newspaper. They are from Mainland China. This is USA, how can those Chinese so uneducated? As a parent, I always watched my kids behavior in the public. I gave them American education. I speak English with my kids. Ever since 2008 Chinese government started "Tourist visa". You almost can see lots Chinese in many countries. Someone should teach them manner. They maybe "Rich" people in China, but please behave themselves in foreign countries. That's why I always said I am a Taiwanese in different from Chinese. Trusty: Question is why those Chinese are so desperate to become American citizen??? They spent $25,000 - $50,000 for "snake" to arrange everything to come to USA during their last term of pregnancy. With 8 month pregnancy on airplane that must be very uncomfortable, don't you think?? Why didn't they learn some English? They stayed only 3 or 4 months and go home until 18 years later. Now Pheasant Ridge shut down and they put the contact address as Pheasant Ridge. How can they get their American citizenship 18 years later?? Things are changed now. I just don't understand those communist Chinese people. What are their purpose to become U.S. citizen? Do they love their communist government? I am perplexed. Honesty is the best policy.

They used U.S. loopholes for their benefits. They recruited Chinese pregnant women charged $25,000 to $50,000 per person for package to get U.S. citizenship for their babies. I shop at Target store (my son works there) which is just cross street to that Pleasant Ridge apartment, OMG, lots of Chinese women with 8 month pregnancy were shopping there. All the shelves of baby wear, milk battles, diapers, .... are almost gone. I am afraid of bumping to them, so many of them. It is weird scene. I felt like been invaded. I am NOT comfortable with so many pregnant women, speaking Mandarin Chinese at a store. I picked up my laundry detergent and left quickly. The Federal agency arrested them on Tuesday, March 3, 2015 at Pleasant Ridge apartment with court warrants. What a surprise for those operators. I heard those pregnant women Chinese passports and some documents have been confiscated, so they can't go back to China right now either. I have no clue how they will do? How they can go back to China? We pay for income tax, why they don't? Tax fraud, immigration fraud, money laundering, .... so many charges on them. Honesty is the best policy.

This is a very serious problem "Maternity Tourism". Those operators made millions dollars, but did NOT report to IRS. When those "American born" babies come back to USA to apply citizenship for their parents. USA government has to give them visa and support them to live in USA?? What kind of loopholes of this?? I have traveled to China (Beijing, Su-Zhou, Han-Zhou and Shanghai) for 8 days/ 6 nights in May 2008. I have been told by the local Chinese tour guides that their government will open "Tourist" visa after Summer Olympics (8/8/200 ended. At that time (200, only immigration can go to USA. Little does I know, once Chinese government allow them to travel outside of their country, so many of them come to USA using "Tourist" visa but intend to get "American citizen" for their offspring. They don't love their country. However, they don't speak English, they act and live as Chinese in USA. They bumped people accidentally, but they don't even said "Sorry" or "Excuse Me" that consider to be rude, bad attitude. I have been in USA since 1980 (near 35 years), I am an American citizen, I paid income tax, I follow law, I vote for American Presidents. I even travel with American women to Australia and New Zealand and they only speak English. It took many years of transformation. I am a Taiwanese-American, but living in USA longer than in Taiwan. I have made adjustment myself to American system, I have attended USC (University of Southern California) School of Pharmacy and passed California board of pharmacy license exam and became a pharmacist in Sept 1987. I have NEVER taken any advantage from U.S. welfare benefits, no food stamps, no free health insurance, .... I worked full time, made money from work, paid tax, .... I can't understand why those pregnant women came to USA just to get their babies born in USA and get "American citizen", go back to China, wait 18 years come back to apply U.S. citizen for parents. What is the twist reason for them to do so?? To take U.S. advantage??? I don't want to see so many Chinese pregnant women walking on streets of my town. They only lived in USA about 3 or 4 months, but they can claim they are American citizens. What they know about USA? the language, the obligation to pay tax, .... The worst is NOT those pregnant women. The worst is those operators who recruited Chinese pregnant women, collected $25,000 - $50,000 USD (as high as $80,000 remittance) from each woman and didn't pay for income tax. What kind of business of this?? They have operated more than 4 years, how many millions they got?? They didn't report to IRS (tax fraud). I am an American citizen and reported income tax every year to Uncle Sam. This is the reason I posted this blog. They are far worst than scammers. Honesty is the best policy.

They are like locust swarm in Rowland Heights. They speak Mandarin Chinese at Chinese supermarket, shopping at Target and Wal Mart stores for baby wear, milk bottles, .... They invade my peaceful and once quiet town. All I see are pregnant women (8 month pregnancy) walking on street, talking in Chinese, ..... They want their babies to be "American citizens" and enjoy U.S. welfare benefits without paying income taxes, .... It is a very strange scene that lots of Chinese pregnant women on streets of my town (they don't have cars so they walk very slowly). I understand both Mandarin Chinese and English, and know what people talk about them. It is a turmoil and federal investors finally came in to search Pheasant Ridge apartment and shut down their operation. There is a gate closed down and those pregnant women moved out. Those Chinese operators made lots of millions $$$$ committed Tax Fraud, Immigration Fraud, Money Laundries, ..... It is an invasion of the community. They have been kicked out of that apartment, but they are still in Rowland Heights, CA. Honesty is the best policy.

Pheasant Ridge apartment has been shut down (closed). Every pregnant woman has to move out. I have no idea where they go. I still saw many Chinese pregnant women walk on Rowland Heights streets. Honesty is the best policy.
