As Huawei Loses Google, the U.S.-China Tech Cold War Gets Its Iron Curtain


China has spent nearly two decades building a digital wall between itself and the rest of the world, a one-way barrier designed to keep out foreign companies like Facebook and Google while allowing Chinese rivals to leave home and expand across the world. Now President Trump is sealing up that wall from the other side.

Google on Monday began to limit the software services it provides to Huawei, the telecommunications giant, after a White House order last week restricted the Chinese company’s access to American technology. Google’s software powers Huawei’s smartphones, and its apps come preloaded on the devices Huawei sells around the world. Depending on how the White House’s order is carried out, that could come to a stop.

For Huawei, the big impact will be abroad, since Chinese customers already have limited access to Google’s services. Google’s move will have its biggest effect in places like Europe, where it has emerged as a big smartphone seller. Other companies will inevitably follow. In effect, the move puts pressure on Huawei’s international expansion dreams.

If China and the United States have begun a technological Cold War, then the Huawei order can best be seen as the beginnings of a digital Iron Curtain. In this potential vision of the future of technology, China will continue to keep out much of the world. The United States and many other countries, goes this thinking, will in turn block Chinese technology.

The tougher American stance is closing off many of the ways that the United States and China exchanged ideas and did business despite the strict Chinese censorship regime. Those closed doors could have profound effects not only on the business of technology, but also on how the world will use and understand the devices and services of the future.

Already, China’s censorship and tight control of its citizens’ digital lives have effectively isolated one-fifth of the world’s internet-using population, giving rise to a generation that doesn’t know what it means to Google something or to subscribe to a YouTube channel.

Huawei developed a 'plan B' operating system for smartphones in case it was banned by the US government from using Google products.

The aggressive new stance by the United States will only speed up that process, opening a potential window to a day when Chinese people can use only Chinese phones and gadgets powered by homegrown chips and software. All this is happening with a speed that has shocked many in China.

“The move by the Trump administration is much more comprehensive than many Chinese expected,” said Nicole Peng, an analyst at technology research firm Canalys. “It also came much earlier. Many people only realize now that it’s for real.”

It is far from clear whether the Trump administration’s moves will truly isolate Huawei from the rest of the world. The White House has struggled to persuade other countries to stop buying Huawei’s telecommunications equipment, citing potential espionage concerns. (Huawei denies that it spies for the Chinese government.) Huawei has already developed its own chips and other capabilities, and has said that it has stockpiled equipment for a day when it would lose access to American know-how and equipment.

The attack on Huawei is also taking place against the backdrop of a worsening trade war, making it one piece on a larger game board. Just as it did last year, when the White House relented on a similar order that crippled Huawei’s rival ZTE, the United States could lift its pressure on Huawei to ease tensions between Washington and Beijing.

China has ways it could retaliate. On Monday, China’s state media reported that Xi Jinping, China’s top leader, visited a site that mines and processes rare earths, which are essential minerals for a number of manufacturers in low-carbon technologies. His visit was a none-too-subtle reminder that China has a commanding presence in rare earths and could shut off global supplies — something it has done once before.

The digital Iron Curtain has been long in the making. From its earliest days dealing with the internet, the Chinese government has squelched content it didn’t like. Today, the Chinese internet at first glance doesn’t look much like the one the rest of the world uses. It has different platforms, ideals and business strategies, all tended carefully by censors.

But the wall was mostly one-sided. American chips and software power Chinese servers and mainframes. China has been a big revenue driver for Apple, Oracle, Intel, Qualcomm and other big names in tech. Much of this was by necessity, since China couldn’t make all this stuff itself, but it still gave American companies a role in the direction of the Chinese digital future.

The ties go deeper. Many of the founders of China’s most successful technology companies were educated in USA. American investors helped them get established, and some of those Chinese companies turned around and invested in American companies. Academics from the two countries regularly teamed up and swapped notes.

Now the United States, concerned about securing intellectual property, is working to block some of those channels. It has tightened limits on Chinese investment in American companies. Some Chinese students who focused on science and technology have had problems getting visas to the United States. Some Chinese scholars have had their American visas revoked over spying fears.

With the Huawei limits, the Trump administration cited safety. The Commerce Department announced last week that it had placed Huawei and its dozens of affiliates on a list of firms deemed a risk to national security. The listing will prevent Huawei from buying American parts and technologies without seeking United States government approval.

The executive order, issued after trade talks with China collapsed this month, could ripple through all parts of Huawei’s business. It has said American suppliers account for nearly one-fifth of its procurement spending. Even small parts could be crucial. Nobody wants to buy a high-end Huawei router that is only 95% complete.

But in international expansion, companies like Google give Huawei a common platform for customers outside China. Its phones come loaded with Google Play, the app and media store, as well as popular apps like Gmail and YouTube. Its license to use Android gives Huawei access to security updates and new features.

Without Google’s cooperation, Huawei would have to come up with its own version of Android or use its own homegrown operating system. Many customers in places like Europe would rather not deal with that fuss. China has been trying to build its own operating systems over the past 3 decades but has not had much success.

In China, many people see the American moves as a naked ploy to stop a rising Chinese competitor. The United States can’t beat Huawei’s innovation and moxie, goes this thinking, so it will use the power of government to keep a Chinese rival down.

Others in China point to the country’s own barriers against competitors as a strategy that was going to provoke retaliation sooner or later. At some point, the United States was bound to use reciprocity in dealing with a closed Chinese internet market. One popular blog post explained that reciprocity has been translated into “mutual benefit” in Chinese, which explains why many in China didn’t understand that the idea could be used in retaliation.

That woman snored loudly, cough loud during sleep that woke me up. I have terrible 14 nights to be roommate with her. I reported to the travel agency that I don't want a roommate in the future. I rather pay more to be alone.

We will have another presidential election next year. We shall see who will be in the White House. In democracy countries, you can vote, so you have voice and we have bipartisan to "checks and balances" of U.S. presidents. No one is above the law. In communist countries, they are "silent lambs". I meant NOT only China BUT ALSO North Korea, North Vietnam and East Germany. You can't say the same language should be united together. If China wants to unit Taiwan, they first need to change their politics to be a democracy, bipartisan, presidential election, open to the world policy. Don't use weapon to threaten Taiwan to obey to them. If China wants to unit Taiwan, they have to win Taiwanese HEARTS. No k*lling.

I don't like Chiang Kai-Shek to retreat to Taiwan in 1949 (I wasn't born yet). If Chiang won the battle, he would stay in China, Chiang wouldn't k*ll Taiwanese people on Feb 28, 1947. Compare with Chiang and Mao, I prefer Chiang but he stayed in China NOT Taiwan.

The 70 years separation made a big differences. People on different sides of Taiwan Strait can't live together, different idea, thoughts, .... You can't force people to obey but by winning their hearts. Its is like if you like a beautiful girl, you can't just force her to marry you, but you need to peacefully to win her heart.

It is my personal opinion. I think it is also 23 million of Taiwanese hope. I love USA but people have too much freedom to own the g*ns, (2nd Amendment). Why can't people live peacefully?? The only purpose of g*ns or weapons are to k*ll, don't you think?? All I ask is "peace on Earth". Is that too much to ask?

There was language barrier between the Taiwanese and Mandarin Chinese and created communication problems. Chiang Kai-Shek had violently suppressed Taiwanese people started from Feb 28, 1947 to May 16, 1947 (78 days) and k*lled thousands of people and arrested many Taiwanese people. HOWEVER, the scale can't compare with Mao's "Cultural Revolution" that k*lled millions of people from 1966-1976. You can check with Google, put the key words "Top 10 dictators in the world" and found out Mao is the top #1 k*ller dictator.

I know Chinese retaliation and boycott Apple iPhone in China. I don't have Apple stock. I have Google. I like Google search engine, Google Maps, Google Translate, Gmail, Google Android operating system, YouTube videos, Google also own "Waymo" that is the first and best maker of autonomous cars for many years. Waymo autonomous car without a steering or break that no driver to take a blind person to the place he or she wants to go. Google "Waymo autonomous car", you know what I meant. Google is such a smart company and been kicked out of mainland China. That is a loss to China.

I have a blog in Chinese that said Chinese is a "copy cat", no creativity. They copied Pay Pal and improved some tech and became their own (?) credit card system to charge an orange or a flower from a smartphone. We have Master Card, Visa, .... that accepted from the whole world for years. You don't need to admire China's credit card system so much to tell me something that I already knew.

You know well I am a Democrat, NOT a Trump fan. The 2020 presidential election will change. To say the least, we can use "vote" to speak up. Can communist China vote for a president?? I don't think so.

You said in another comment that "ghost towns", "ghost cities" and "ghost malls" are exist in many places in China. You know very well the top 1 or 2% of rich Chinese went out of China to buy USA, Canada, Australia, UK, ... real estate properties. You are an Aussie, you know Australia real estate. Chinese brought their money out of China, bought lots of properties in Australia, then they went back to China and let those properties empty. What kind of investment concept??? Those money they took out of China probably are not "clean" money. Rich Americans buy houses in USA, they don't buy any property in China. I invested my money in real estate where I know the surroundings. I buy and sell properties but during my ownership, I keep properties in good condition. You know when you buy properties in China, you don't own the land. Based on this not own the land of properties, my banker friend said he won't invest money in China. He is a Caucasian doesn't speak Chinese is a major reason too.

Without Google search engine, Gmail, YouTube, ... FaceBook, Instagram, WhatsApp, Twitter, .... They are living in their world but out of touch of the rest of world because Baidu has censorship that under the government control, what people can know about news and information in the world. I don't like government control me what knowledge I can get. I can't live without Google search engine or YouTube video, I and my friends using Gmails, how to communicate with each other??

I remember once you posted comment said a scammer girl in China who wanted you email address, so you gave her your Gmail address and that really stopped her to contact you. Yes, I read your comments.

Can you deny that Chinese government control its own people, with censorship and CCTV cameras at intersections?? I want some privacy while walking on the streets. I want to know the news in the world without been blocked. I know your ex-wife is a Chinese and you had many trips to China. Can you deny the k*llings Falun Gon people and took out their organs??? Their people don't know those news, but we know in USA. Even the Canadian beauty queen said those things in front of TV journalists. That beauty queen was born in China and later adopted by Canadian parents. That beauty queen is a Chinese-Canadian named Anastasia Lin. Please Google her name to know her story. Her story can't be known in China.

Chinese have boycotted Apple iPhone as their "patriotism" to China and retaliation to USA. Chinese government had kicked Google out of China for a decade. Google still license to Huawei to use Android software as smartphone operation system for the past 10 years. It is time that Google ban Huawei to use Android software. I think every smartphone maker had to pay a "royalty fee" or "license fee"專利權稅, 使用費 to Google. It is the same for PC makers to pay Microsoft software a "royalty fee" to make PC computers. Huawei did pay for that royalty fee to Google, but .....

To kick out Google from China is not a smart action (this Chinese FriendFinder don't allow me to say stup*d). Google search engine is the best in the world. Google is honest to reveal the most REAL action, news. If you type "moron", Google shows "Trump". This is something that China can't accept to humiliate their leaders. That is why China kick out Google. However, it is a loss for Chinese people to know the outside world. China is notorious about "human rights". They k*lled Falun Gon people and took out the organs for sale. If you have different political opinions, you can't post online or talk about it in the public. The censorship is to cover-up the news that China don't allow their people to know.

Many American semiconductor companies such as Intel, Qualcomm, ... refused to supply chips for Huawei in the future (90 days later). Taiwan's "Advanced Micro Devices", Xilinix, Nvidia, Broadcom, .... also refused to supply chips for Huawei, if the negotiation can't be reached in 90 days.

Huawei can't make either "Google Android" or "Apple's iOS" software for its operation system in the future, they need to create another new software to replace Android operation system. American semiconductor company "Qualcomm" 5G won't provide chips for Huawei in the future. It is a "double whammy" for Huawei. They can't make new smartphones that also can be used for the rest of countries. Huawei probably only can make the new smartphone that only good for Chinese in China to use.

Taiwan has been USA ally since WWII. Taiwan was the 4 leading countries in UN (United Nation) that had "veto privilege" and represented as China for years. Chiang Kai-Shei had been defeated and escaped to Taiwan in 1949 and we were in UN until President Jimmy Carter abandoned Taiwan and established diplomatic relationship with China in 1980.

At least, Chiang Kai-Shei never got "Cultural Revolution" in Taiwan and we have been peaceful for years. Under Chiang's leadership, we could learn English, watch American movies, ... normal lives while China was in Cultural Revolution. We are not communists, we are democracy country just like USA. We have same system as USA, presidential election every 4 years, bipartisan "checks and balances", our own sovereign, our flag, our national anthem, our constitution, our passport, our economy once was one of the 4 strongest countries in Asia. We have never depended on China. However, China has been threaten to attack us with weapon or language. Taiwan has done NOTHING wrong to China. Two sides of Taiwan strait separated since 1949 (70 years), why can't let Taiwan live the way as status quo? Chinese people have been brainwashed by their text book that Taiwan is a province.

70 years separation has changed a lot of things. Look North Korea (communist) and South Korea (democracy) speak same language but so much differences in their economy and policy. North Vietnam (communist) and South Vietnam speak the same language, but they are so very different. East Germany (communist) is poor but West Germany (democracy) is rich. They just can't unit together.

I love Taiwan and USA. But fearful communist China. They had closed "iron curtain" for over a decade. They had tried to catch-up with the rest of world and had succeed in some ways but their politics is still "communist".

China has kicked Google out for a decade, why Huawei uses Google's Android operation system for Huawei smartphones. Google has been too nice and let Chinese smartphone makers to use Android for operation system for years. Google has every right to ban Huawei to use Google's software to make smartphones. Google said allow Huawei for past models, but for future smartphones, Google won't allow Huawei to use Android as operation system. If Huawei is so great, they should create their own operation system on smartphones. Many big semi-conductor companies such as Intel, Broadcom, Xillinx, Nvidia, and Qualcomm, ... all want to stop to be suppliers for future Huawei smartphone.

As you know, Apple uses iOS as its operation system that is different from Google's Android operation system. U.S. consumers have two choices, either Apple iPhone or Google Android. Google licenses its Android to Samsung, LG, HTC, ...., etc smartphone makers. Google has right to ban Huawei using Android software. Huawei should develop its own operation system. Apple and Google are compete with each other by using different software, so Huawei should be too.

Samsung is South Korea company. South Korea didn't kick out Google. HTC is a Taiwanese smartphone maker, Taiwan has used Google search engine, Google Maps, Google Translate, Google Android software, Gmail, ... Taiwan has never kicked Google out of Taiwan. Taiwan's semiconductor (chips) compaines are famous in the world, such as Taiwan semiconductor, Broadcom, Nvidia, Xillinx, Advanced Micro Devices, ... the CEO and companies are Taiwanese. Intel and Qualcomm are USA companies.

Huawei uses Google Android for its software, uses Qualcomm for its semiconductor (chips). As you can tell, Huawei is just a "copy cat", no creative ability. If Google ban Huawei to use Android, all Europeans can't buy Huawei smartphone. Huawei had to develop its own software and semiconductor, it will take long, long time. Without Google Android and Qualcomm chips, Huawei is NOTHING. The world can't use Huawei smartphones.

Now you understand, China needs USA more than USA needs China.

US relaxes Huawei restrictions as China threatens to hit back

Tensions between the US and China remains the top issue worrying investors, as fears growth that the trade war will morph into a tech war too.

Overnight, the US has rowed back some of the sanctions imposed on Huawei last week, having possibly released that the restrictions may have gone too far.

The Chinese telecoms giant has now been given 90 days to purchase American-made goods in order to maintain existing networks and provide software updates to existing Huawei handsets.

Commerce secretary Wilbur Ross said this new license will allow US companies to keep doing business with Huawei for the next 3 months.
