House unanimously passes bills


China is Not a Developing Country Act H.R. 1107 - The House unanimously passed a bill on Monday, 3/27/2023, that would direct the Secretary of State to work toward stripping the People’s Republic of China of its “developing country 開發中國家” label in international organizations. H.R. 1107 would require the Department of State to influence international organizations to reclassify China as a high income, upper middle income, or developed country 發達國家 instead of as a developing country. It also would require the department to dissuade those organizations from granting China any preferential treatment as a developing country.

The World Bank’s Country Classification Systems

The classification tables include all World Bank members, plus all other economies with populations of more than 30,000. The World Bank’s classification of the world’s economies is based on estimates of gross national income (GN per capita. Previous World Bank publications might have referred to this as gross national product, or GNP. The GNI is gross national income converted to international dollars using purchasing power parity rates.[6] An international dollar has the same purchasing power over GNI as a U.S. dollar has in the United States. The GNI per capital is also used as input to the Bank’s operational classification of economies, which determines their lending eligibility. The most current World Bank Income classifications by GNI per capita (updated July 1 of every year) are as follows:

Low income: $1,025 or less
Lower middle income: $1,026 to $4,035
Upper middle income: $4,036 to $12,475
High income: $12,476 or more

Low- and middle-income economies are usually referred to as developing economies 開發中國家, and the Upper Middle Income and the High Income are referred to as Developed Countries 發達國家.

The World Bank adds that the term is used for convenience; ‘it is not intended to imply that all economies in the developing group are experiencing similar development or that other economies in the developed group have reached a preferred or final stage of development’.

China is rich country as a "Developed Country", but pretend they are "Developing country" in order to borrow lower interest rate loans from World Bank. Get it???

However, Google "Chinese people average income" Google said "Average Wages in China increased to 106837 CNY/Year (1292.394 USD/Month) in 2021. The maximum rate of average wage for employees was 93383 CNY/Year and minimum was 445 CNY/Year. Data published Yearly by Ministry of Human Resources and Social Security."

China is the 2nd largest economy country, China brag about its country is rich, so it should be a "Developed Country" 發達國家. But then, why China sometimes says they are a Developed Country and sometimes says they are Developing country 開發中國家? Because "Developed Country needs to pay higher tax, while Developing country can get lower interest rate loans.
