I think people have many illusions and some may have seen things that are not in the best or most up to date conditions. but I can honestly say... such can be found in any country of things that are not in the best of conditions and not the most up to date. It depends on where one goes as to what they see. I rode my motorcycle in some areas which made me think I'd left America and rode into something that was more than a 100 yrs out of date. When ever I'd travel, I made sure to go see the average areas as well as seeing the quality areas where my hotel was located. I probably spent more time seeing the average areas than I did the modern stuff, because the modern stuff was no different than I could find in a big city here in the states. What I did notice, many of these countries in their modern building, use up to date technology, where even today in American some building don't use the most up to date technology. I've been trying to get our city here to investigate some things I saw years ago in Thailand and Hong Kong, which could improve things in our city, but they have not grasp the concept. I wrote a piece on how much we can learn from other countries and cultures, and how beneficial it is to open our minds to the fact that every cultures has something to offer and much to learn from.

Think of the expense it is to upgrade entire area plumbing. Our city has been grappling with this item in the City Council for more than a year. Even after the Mayor found a potential funding stream, where we'd only have to put up 10%, out council which does not understand money, denied it, because they think small.
